Inclusion is the process of increasing the degree of participation of all
citizens in social life. This is a policy and process that allows all individuals to
participate in all kinds of programs.
Inclusive education is a system of educational services based on the
principle of ensuring the fundamental right of persons to education and the right to
receive it in their place of residence, which involves the education for persons with
special educational needs in the conditions of a higher education institution.
A person with special educational needs is an individual who requires
additional ongoing or temporary support in the educational process to ensure their
right to education.
An inclusive educational environment is a set of conditions, methods and
means for joint studying, upbringing, and development of students, taking into
account their needs and capabilities.
Official principles of inclusive education in Ukraine. In December of
2009, Ukraine ratified key international documents in the field of ensuring
children’s rights in accordance with global standards of education, social
protection, and healthcare.
Передусім йдеться про статтю 24 Конвенції ООН про права людей з
інвалідністю, в якій визначено обов’язок держави щодо реалізації
інклюзивної моделі освіти, тобто створення такого предметно-просторового
спеціального середовища, яке б дало змогу всім особам бути однаково
рівними учасниками навчального процесу в єдиному освітньому просторі
відповідно до їхніх особливостей, потреб і можливостей.
First and foremost, it concerns Article 24 of the UN Convention on the
Rights of Persons with Disabilities, which outlines the state’s obligation to
implement an inclusive education model. This means creating a specific subject-
spatial environment that allows all individuals to be equally participating members
of the educational process in a unified educational space, in accordance with their
characteristics, needs and capabilities.
